May 21, 2026 - A police officer charged over the fatal shooting of a 22-year-old taxi driver in Garissa failed to take plea on Thursday after the court adjourned the case to allow him secure legal representation.
Constable Charles Ngulungu Kauwi is expected to face a manslaughter charge in connection with the death of Aden Mohamed Hassan, who was allegedly shot dead on April 21 in the Modika area of Garissa County.
According to the charge sheet, the officer allegedly caused the death of the taxi driver at about 2.10am.
The plea was postponed after the accused requested more time to appoint a lawyer.
Lawyer Mahat Somane, who is representing the victim’s family, told the court that the family did not oppose the adjournment.
“On behalf of the victim’s family, we have no objection to the plea being deferred to tomorrow to allow the accused person time to get a lawyer,” said Mr Somane.
The killing of Hassan triggered public outrage in Garissa, with residents and human rights activists demanding justice and accountability from security agencies.
A large delegation of political leaders and civil society representatives attended the court session in support of the bereaved family.
Among those present were Garissa County Nominated MP Umulkheir Harun, former ambassador Mohamed Shidiye, Baraki Ward MCA Hassan Geley, Galbet Ward MCA Abubakar Mohamed and civil society leader Hassan Aden
The leaders accompanied the family’s legal team during the proceedings as calls for justice over the killing continued to mount.
