June 22, 2026 - Tension is mounting among county workers following the delayed payment of May salaries, with employees accusing the county administration of failing to communicate the reasons behind the setback.
The county officials said that the delays have greatly disrupted household budgets and triggered calls for urgent intervention to avert a possible industrial dispute.
The staff, who spoke anonymously for fear of reprisal, said these delays have caused them immense suffering as well as embarrassment from creditors demanding immediate settlement of debts.
"This is a very sad situation. For me, I can't be able to pay debts. Unfortunately, the county government has not offered any explanation over the delays," said one of the officials.
Some of the staff noted that they are on go-slow as they look for alternative sources of income until the county government pays their dues.
A group of civil society organisations has called on the county government to pay the officials, saying it is unacceptable for such unprecedented delays considering that June is almost ending.
Hassan Gumo of Garissa Human Rights Watch said that delaying salaries of staff exposes them and their families to unnecessary financial hardship despite having diligently performed their duties.

"These employees have families and dependents to support, bills to pay, and essential needs to meet," he added.
He said Article 41 of the Constitution of Kenya, 2010, guarantees every worker the right to fair labour practices, fair remuneration, and reasonable working conditions.
Furthermore, Gumo noted that Section 18 of the Employment Act, 2007, provides that salaries for employees engaged for periods exceeding one month become due at the end of each month.
He called upon the Garissa County Government to immediately pay all outstanding May salaries and ensure that employees receive their future salaries promptly and without unnecessary delays.
"Workers deserve dignity, fairness, and timely payment for work performed," he added in a statement.
