Somalia, 01 May 2026 – Somalia’s National Independent Electoral and Boundaries Commission (NIEBC) said on Thursday that district commissioners in Banadir region are serving in an interim capacity, according to a statement issued by the commission.
The commission said district councils elected on December 25, 2025, and sworn in on April 2, 2026, are the legally recognized governing bodies of district administrations, in line with the Provisional Constitution and electoral laws.
It added that the councils have yet to complete the internal process of electing district commissioners and their deputies, who will assume executive responsibilities once selected.

“Current district commissioners in Banadir region are in an interim phase, and their responsibilities are limited until new commissioners and their deputies are elected,” the statement said.
The commission also cited relevant legal provisions governing electoral procedures and district-level administration.
The clarification comes amid ongoing debate over the legal status of district administrations in Banadir, currently led by regional governor Hassan Mohamed Hussein (Muungaab), who recently appointed district officials.
