Djibouti, 13 November 2025 — Djibouti and Rwanda have signed nine new cooperation instruments, including four agreements and five memorandums of understanding, at the conclusion of the Second Joint Ministerial Commission held in Djibouti City.
The three-day meeting, which opened Tuesday and concluded Thursday, was co-chaired by Djibouti’s Foreign Minister Abdoulkader Houssein Omar and Rwanda’s Foreign Minister Olivier J.P. Nduhungirehe.
The session reviewed the progress of ongoing projects and explored new areas of collaboration in key sectors such as trade, justice, energy, defence, and the promotion of women’s and children’s rights.
“This meeting demonstrates the strength of our friendship and our shared ambition to build an exemplary partnership between our two nations,” Minister Omar said.

His Rwandan counterpart emphasized the need to “accelerate the implementation of the agreements to translate political intentions into concrete actions.”
The new accords aim to boost trade, encourage cross-investments and strengthen institutional and social cooperation between the two countries.
The session concluded with a visit to Djibouti’s port facilities, underscoring the country’s regional ambitions in logistics and maritime trade.Senior officials attending included Aboubaker Omar Hadi, President of the Djibouti Ports and Free Zones Authority; Youssouf Moussa Dawaleh, President of the Djibouti Chamber of Commerce; and Abdi Mahamoud Eybe, Djibouti’s Non-Resident Ambassador to Rwanda.
