Djibouti, 11 December 2025 – Djibouti’s National Assembly on Wednesday approved five government-backed Bills including legislation to establish a national notary chamber and to validate financial accounts for several public institutions.
Speaker Dileita Mohamed Dileita presided over the session, attended by Prime Minister Abdoulkader Kamil Mohamed, cabinet members and all deputies.
Lawmakers reviewed and adopted Bills covering:– the 2023 financial accounts of National Education, Research Information and Production Centre (CRIPEN);– the final state budget rules for 2024;– the creation of a notary chamber;– the 2024 financial accounts of the National Agency for Persons with Disabilities (ANPH);– the 2024 financial accounts of the Djibouti Office for Industrial and Commercial Property (ODPIC).
During debate, MPs pressed government officials on accounting compliance, institutional budget management and governance standards, and raised questions about the legal and operational implications of setting up the notary chamber.
