Djibouti, June 25, 2026 – A Djibouti parliamentary committee reviewed a draft law ratifying a financing agreement for the BREFOL project, backed by the African Development Bank, state media reported on Wednesday.
The National Assembly’s committee on legislation, general administration and human rights met at parliament headquarters to examine several draft laws, according to the Djibouti News Agency.
The government was represented at the meeting by Agriculture, Water, Fisheries, Livestock and Marine Resources Minister Radwan Abdillahi Bahdon.
Lawmakers discussed the BREFOL financing agreement with Bahdon as part of the committee’s review process, ADI reported.

The discussions helped clarify the project’s objectives and expected outcomes, the agency said, adding that the project is expected to contribute to Djibouti’s economic and social development.
AfDB project data lists Djibouti’s BREFOL-related approval at about $20.3 million. The wider programme covers five Horn of Africa countries — Djibouti, Ethiopia, Kenya, Somalia and South Sudan — and is expected to run for six years, with a focus on strengthening the resilience of agro-pastoral and pastoral communities facing climate-related food security and livelihood risks.
ADI did not give the value of the financing agreement reviewed by lawmakers or specify when the draft law would be presented for final approval.
