Somalia, 21 December 2025 The African Union Support and Stabilisation Mission in Somalia (AUSSOM) has said it will place strong emphasis on building and strengthening Somali Police institutions, signaling a strategic shift away from purely operational support toward effective institutional reform.
The remarks were made by AUSSOM’s Special Representative and Head of Mission, Ambassador El Hadji Ibrahima Diene, during the 82nd anniversary celebrations of the establishment of the Somali Police Force held in Mogadishu on Saturday.
Ambassador Diene stressed that Somalia’s future security depends on capable, accountable police institutions that operate according to professional policing principles.
“AUSSOM is supporting efforts to strengthen and develop police institutions in order to deliver an accountable police service that reflects the needs of the public,” Diene said, according to a statement issued by the mission.

This strategic shift reflects a new direction in African Union peace operations, which are increasingly prioritizing the construction of state institutions and the rule of law, rather than temporary security interventions.
AUSSOM said strengthening Somali Police institutions is essential to the Somali-led security transition and could contribute to long-term stability, provided there is close coordination between the Federal Government of Somalia and international partners.
The Somali Police Force was founded in 1943 and has played a key role in stabilizing Somalia since the end of civil war.
