Mogadishu, 22 September 2026 – Somalia’s Office of the Auditor General has called on the National Civil Service Commission to respect its constitutional, administrative and financial independence, saying all decisions concerning the office must comply with the Constitution and its governing laws.
The office said in a notice on Tuesday that it is an independent constitutional institution established under Article 177 of the Constitution.
Its powers, duties and functions are further defined under the Public Financial Management Law, Law No. 17 of 2019, and the Law of the Office of the Auditor General, Law No. 14 of 2023, the notice said.
The office said its mandate includes auditing, recording and safeguarding public assets and government financial transactions, as well as overseeing and following up on the management of public resources.
It is also responsible for monitoring compliance with laws governing public financial management and the federal government’s budget.

The notice cited Article 63(2) of the Implementing Regulation of the Law on the Organization of the Government, Prime Ministerial Regulation No. 174 of Feb. 15, 2025.
The provision states that independent constitutional commissions and offices are governed by constitutional principles and the provisions of their respective laws.
The Auditor General’s Office said the Civil Service Commission was legally required to respect its constitutional independence and ensure that any action, decision or procedure concerning the office complied with the Constitution and the laws governing its establishment and operations.
It also called on the commission to refrain from taking or implementing any measure that could undermine, restrict or conflict with the office’s independence, powers or legal framework.
