Kenya, May 31, 2026 - Turkana Deputy Governor John Erus has raised concern over a growing number of child-headed families in Kakuma, attributing the trend to increasing cases of underage children becoming parents.
Speaking during the signing of a three-year partnership agreement between the Turkana County Government and Childline Kenya, Dr Erus said the situation was emerging as a major child protection challenge in the region.
“A majority of the affected cases involve underage children from the host community becoming parents at an early age,” he said.
The Memorandum of Understanding (MoU) seeks to strengthen child protection services and improve emergency response mechanisms for vulnerable children across the county.
Under the agreement, the two partners will establish a social services call centre and enhance the capacity of service providers to prevent and respond to child protection concerns within communities.
Dr Erus called on development partners and non-governmental organisations to remain committed to the objectives of their agreements with the county to ensure residents receive the intended benefits.
He also stressed the need to utilise existing county structures to strengthen the implementation and sustainability of child protection programmes.

“Protecting children is a collective responsibility and partnerships such as this one are important in strengthening systems that respond to the needs of vulnerable children and communities,” he said.
Childline Kenya Executive Director Martha Sunda said the partnership would bolster community-based child protection systems and improve access to timely emergency support for children and families in distress.
“The partnership will help strengthen community-based child protection systems and improve access to timely social emergency response services for children and families in need,” she said.
The signing ceremony was attended by County Attorney Ruth Emanikor, Chief Officer for Resource Mobilisation, Partnerships and Donor Coordination Janerose Tioko, Director for Social Protection James Ekanyuku and Director for Partnerships Raphael Logum.
The Childline Kenya delegation was led by Ambassador Lemarron Kaanto and included Joachum Kamau and Njeri Njoroge.
The agreement comes amid growing concern over child welfare challenges in Turkana, particularly in areas hosting refugee populations and communities affected by poverty, displacement and limited access to social services.
