Kenya, 6 January 2026 - The South C construction project that collapsed had undergone all the required regulatory approvals and compliance checks before building works began, the developer has said, as investigations continue into the cause of the incident.
In a statement sent to newsrooms, the company said the project, undertaken by Abyan Consulting Limited, received approvals from Nairobi City County and key national regulatory agencies, including the National Environment Management Authority (NEMA) and the National Construction Authority (NCA).
“The project went through the required regulatory approvals such as Nairobi City County approvals, National Environment Management Authority (NEMA), National Construction Authority (NCA) and other national agencies,” the statement said.
According to the developer, Nairobi City County granted Physical and Land Use Planning approval, while NEMA issued an Environmental Impact Assessment (EIA) licence on February 16, 2024.
“All other relevant approvals were sought and granted by their corresponding agencies,” the company said, adding that “upon receipt of the above approvals and licenses, the project commenced in March 2024.”
The firm maintained that the project was closely monitored throughout its lifespan by qualified professionals and regulators.
“The project was at all times supervised by licensed architects and engineers,” the statement said, noting that “during the life span of the project, various County and National Agencies undertook the required supervisions.”
The developer further said it did not receive any directives to halt construction.
“The company did not receive any stop order from the County Government or any other regulatory body,” the statement added.

Following the collapse of the building, the company said it is cooperating fully with investigators to establish what went wrong.
“The company is fully cooperating with all investigative and regulatory agencies to establish the facts and determine the cause of the pancake-style collapse of the building,” it said.
It added: “We will provide all documentation and support required to aid transparent, independent investigations that ensure accountability,” noting that it is engaging Nairobi City County, national regulators and the Directorate of Criminal Investigations (DCI).
The company urged caution as the probe continues.
“We urge members of the public and the media to refrain from making speculative statements and allow the relevant investigative agencies to carry out their mandate,” the statement said.
At the same time, the developer expressed gratitude to those involved in the emergency response.
“We would like to thank the multi-agency teams and citizens who responded quickly and are continuing to assist with rescue, recovery and safety operations,” it said, also thanking “first responders, medical staff, volunteers and members of the public who showed support during this exceptionally difficult time.”
