Somalia, 17 December 2025 - The Federal Government of Somalia and the United Nations today signed the 2025 Implementation Guidelines aimed at strengthening the protection of children affected by armed conflict.
The guidelines were signed on behalf of the Somali government by the Minister of Defence, Mr. Ahmed Moallim Fiqi. On the United Nations side, they were signed by the Special Representative of the UN Secretary-General for Somalia, Mr. James Swan, and the UNICEF Representative in Somalia, Ms. Sandra Latouff. The signing reflects ongoing national reforms and reinforces accountability within security institutions, while prioritizing the safety and protection of children.

The action plan builds on progress achieved in recent years and demonstrates the Somali government’s commitment to preventing grave violations against children, while working closely with international partners to ensure the protection of the future of Somali children.
The signing ceremony was attended by members of the Inter-Ministerial Task Force on Children and Armed Conflict (CAAC), representing the Ministries of Defence, Internal Security, Justice and Constitutional Affairs, as well as the Ministry of Family and Human Rights Development.
