Hargeysa(Mogadishu24)-President Muse Bihi Abdi of Somaliland has granted amnesty to 377 prisoners in celebration of the Islamic New Year 1446. Announced on Saturday, the presidential decree pardons inmates convicted of minor offenses, excluding those with capital or civil crime sentences.
The decree, issued under Article 90, Clause 5 of the Somaliland Constitution, underscores the values of mercy and rehabilitation. It aligns with the annual tradition of marking the Islamic New Year with acts of clemency.
