HARGEISA, September 20, 2026 - Somaliland has banned civilians and organised armed groups from carrying weapons in the western regions of Awdal and Salal, saying the measure is intended to strengthen security and peaceful coexistence.
State Minister for Interior and Security Abdirashid Mohamed Ahmed ‘Magaalo’, announced the five-point directive on Saturday.
The order took effect at 2 p.m. on September 20 and applies to organised armed groups and any civilian carrying a weapon in the two regions.
Authorities instructed security forces to take legal action against anyone found carrying an illegal firearm. Confiscated weapons will become state property, while those detained will be referred to judicial authorities, according to the directive.

The Authorities also said it would not pay compensation for anyone injured or killed while engaging security forces in an armed confrontation during enforcement of the order.
Somaliland called on traditional elders, religious leaders, intellectuals, young people, women and other community groups in Awdal and Salal to cooperate with security forces conducting operations in the area.
The directive comes amid reports of recent inter-clan tensions and armed clashes in parts of Awdal and Salal.
