Somalia, 10 December 2025 – Somalia’s President Hassan Sheikh Mohamud on Wednesday signed the law establishing the Independent National Human Rights Commission, coinciding with International Human Rights Day.
The nine-member commission had previously been approved by the House of the People on 11 October and by the Upper House on 19 November.
The presidential signing formally completes the establishment of the commission, allowing it to begin its mandated work. The commission will be responsible for monitoring, reporting on, and protecting human rights across Somalia, a role that has long been carried out primarily by international bodies.

The presidency said President Mohamud reminded the commissioners of their duties to uphold human rights and strengthen governance based on justice, accountability, and transparency.
Following the signing, the commission is expected to select its Chairperson and Deputy Chairperson.
The move comes after Somalia regained control over human rights management and oversight in October, reaffirming the country’s authority in safeguarding human rights nationwide.
