Somalia, 23 November 2025 — Prime Minister, Hamza Abdi Barre, has called for accelerated legal and institutional reforms to strengthen the rule of law and rebuild public trust in the country’s justice system.
PM Bare who spoke at the opening of the two-day National Justice Sector Conference in Mogadishu said Somalia’s state-building process depends on a credible and transparent justice system capable of delivering fair and accessible legal services.
“If there is no credible justice system, there can be no lasting security, public trust, investment, or the modern statehood Somalia deserves."
Judicial reform is a national priority and the only path to achieving a stable Somalia,” he said.
The PM told participants that the government is prioritising the establishment of core judicial institutions, including the Judicial Service Commission and the Constitutional Court, while advancing the review and completion of the Provisional Constitution as the foundation for long-term political stability and democratic governance.

The forum which brings together government officials, legal experts, civil society representatives and international partners will discuss judicial reform, accountability, constitutional completion and the independence of justice institutions.
Speaking at the conference, Justice Minister Hassan Mo’allin Mahmoud echoed Barre's call for reform, saying the collapse of Somalia’s state began with the breakdown of constitutional order and the erosion of judicial authority, warning that governance will remain fragile unless the constitution and justice institutions are fully restored.
“The absence of a complete constitution means the Somali state itself remains unfinished,” Hassan said, stressing that justice reform is central to rebuilding national cohesion and restoring public trust in government institutions.
The Minister noted that the conference will focus on redefining justice beyond traditional legal frameworks to include political rights, social justice and democratic participation, ahead of Somalia’s planned electoral processes.
Participants are expected to develop recommendations aimed at strengthening legal frameworks, enhancing judicial independence and reinforcing accountability mechanisms across federal and regional levels.
