MOGADISHU, 5 November 2026 - Somalia has issued a new regulation governing travel agency services and passenger rights protection, state broadcaster SNTV reported on Wednesday.
The regulation, issued by Transport and Civil Aviation Minister, Mohamed Farah Nuh, aims to create a legal framework for managing travel agency services and protecting the interests of passengers and airlines, SNTV said.
It sets out procedures for the licensing, registration and supervision of travel agencies and airline ticketing companies, and requires that their services be provided transparently and in line with Somali law.
The regulation also defines the rights and obligations of passengers, travel agencies and airlines, focusing on ticket price transparency, refunds, complaint handling and compensation procedures.
The ministry said the regulation would strengthen passenger protection, accountability and continuous oversight of travel services, to ensure satisfactory service and fair competition among businesses, SNTV reported.
The ministry urged all travel agencies, airlines and other stakeholders to comply with the new rules and work closely with the relevant authorities.
The regulation is part of the federal government's efforts to improve aviation management, raise the quality of travel services and protect passenger rights, the report said.
