Somalia, 13 April 2026 Somalia's cabinet approved on Monday the appointment of Hussein Qasim Yusuf as the new director general of the country's Immigration and Citizenship Agency (ICA), according to a government statement.
The decision, made during an extraordinary meeting on Monday, follows a proposal from the Ministry of Internal Security. Yusuf, a former member of the House of the People and a former minister in the Galmudug State administration, replaces Mustaf Sheikh Ali Dhuhulow, who had led the agency since December 2024.

Yusuf’s background includes serving as a member of parliament from 2017 to 2026 and chairing the committee responsible for reviewing and implementing the country's constitution.
The ICA is responsible for overseeing border security, passport issuance, and residency services. The Somali government did not provide a specific reason for the removal of the outgoing director.
