Mogadishu, 5 November 2025 — Somalia’s Ministry of Family and Human Rights Development has condemned the brutal assault of an 11-year-old girl in Puntland, urging swift judicial action and stronger community protection for children.
The victim, Samiira Abdikarin Mahmoud, was reportedly subjected to severe beating and sexual violence on 30 October in the Hingalol area of Sanaag region.
In a statement issued Tuesday, the ministry described the killing as “a horrific act that violates human dignity and the rights of children,” and welcomed the arrest of a suspect by Puntland security authorities.
“The ministry urges judicial authorities to bring the suspects to justice without delay and ensure they face the full penalties prescribed by law.”
The ministry also raised concern over a series of recent gender-based violence cases in Galmudug, where at least five women were killed last month in clan-related revenge attacks. Authorities have detained several suspects.
“These repeated acts of violence against women and children are alarming and require a unified societal response,” the statement added.
The ministry urged the public to report abuse cases and avoid silence around gender-based violence.
It also called on religious leaders, traditional elders and civil society to support awareness efforts and defend the rights of vulnerable groups
