Somalia, 8 April, 2026 Puntland’s leader Said Abdullahi Deni has accused President Hassan Sheikh Mohamud of trying to dismantle Somalia’s federal system through a divisive region-based approach to governance.
Speaking during a meeting with Puntland security officials in Qardho, on Tuesday, Deni expressed concern over what he called “deliberate actions” aimed at weakening the federal structure and undermining the constitution.
“There are clear movements intended to destroy the federal system and override the constitution,” Deni said, questioning what political model could replace federalism if it were to collapse.
Deni criticized President Mohamud of opting to govern the country on a regional basis rather than through a unified federal frameframework

“It is a policy the president believes in — to run the country region by region — and I can testify to that,” Deni said, describing the approach as contrary to federal principles.
He emphasized that Somalia’s unity and stability can only be achieved through consensus and mutual agreement, adding that Puntland remains committed to safeguarding its political interests and the future of its people.
His remarks come amid growing debate over Somalia’s federal system, power-sharing arrangements and the country’s political direction.
