Kenya, 26 January 2026 - Kisumu Governor Prof Anyang’ Nyong’o has commended the Council of Governors (CoG) for reviewing and strengthening the Performance Management Framework, saying the move has resulted in a more integrated and effective system for tracking performance in county governments.
Speaking during Kisumu County’s Performance Contract signing ceremony for County Executive Committee Members and Chief Officers, Prof Nyong’o said the revised framework deliberately links individual staff performance to departmental objectives and overall county development goals.
“The Council of Governors has reviewed and strengthened the Performance Management Framework, resulting in an integrated Performance Management Framework that links individual performance to departmental objectives and, ultimately, to county-wide goals,” Nyong’o said.
He noted that the framework integrates staff performance appraisal with departmental performance contracts, a move he said enhances accountability and service delivery.
Nyong’o said performance contracting is a critical tool for promoting accountability, transparency and the realisation of development goals, adding that it should not be treated as a procedural formality.
“Performance contracting is not just a formality. It is crucial for monitoring accountability and transparency and helps keep government on its toes in delivering results on our social commitments to the people of Kisumu,” he said.
The governor was speaking during the FY 2025/2026 Performance Contract signing ceremony involving County Executive Committee Members, Chief Officers, Departmental Directors, the Kisumu Revenue Board and the Kisumu City Board.
“Today, during the FY 2025/2026 Performance Contract Signing Ceremony, I reaffirm our collective dedication to accountability, discipline and results-driven leadership across the County Government,” Nyong’o said.

He emphasised that all performance targets must be anchored in the County Integrated Development Plan (CIDP) and aligned with national development priorities, including Kenya Vision 2030, the Second Medium Term Plan and Kenya’s global development commitments.
“The citizens of Kisumu have entrusted us with the responsibility to deliver impactful services that improve their quality of life, and that trust must be earned through demonstrable performance, not promises,” he said.
Nyong’o said the county is establishing clear performance targets, objective evaluation methods and strategic collaborations to ensure plans translate into tangible results for residents.
“Our efforts go beyond signing documents to delivering effective services, increasing productivity and improving the livelihoods of our people,” he said.
He also commended the Strategy, Policy and Delivery Directorate for ensuring the performance contracting process is conducted annually in line with the Council of Governors’ Integrated County Performance Management Framework.
“This discipline enables my administration to objectively assess performance and make informed, evidence-based decisions,” Nyong’o said.
