Somalia, January 19, 2026 The Governor of the Banadir Region and Mayor of Mogadishu, Hassan Mohamed Hussein ‘Mungab’ has ordered the registration of all public transport vehicles to enhance security in Somalia’s capital.
The mayor made the announcement on Monday during the inauguration of the Darmooley Girls’ School in Heliwaa District, Mogadishu. He emphasized that the initiative aims to create a comprehensive database containing information on vehicle owners, drivers, and the traditional elders who act as guarantors for transport operators.
“Every vehicle must be registered. Although vehicle license plates have been monitored before, we now need full documentation for the driver, the owner, and their traditional elders,” Mungab said. “If a security incident occurs—God forbid—we must be able to identify who was driving the vehicle, who owns it, and who guaranteed it.”
The Mayor clarified that the National Intelligence and Security Agency (NISA) will conduct the registration to ensure the safety of the capital. He dismissed complaints from some transport operators who claimed the move was a pretext to introduce new fees.

“We have received complaints saying, ‘They are going to collect money from us.’ There will be no new fees imposed on you, except for the municipal bus station fees of the local government, which have existed since 1960,” he added.
Mungab warned that any individual or group opposing the registration order would be viewed as having ulterior motives and could face legal action.
“If you refuse registration, the authorities have the right to take legal action. Anyone who mobilizes against the registration will be considered to have other interests, and they will later be held accountable, brought before the law, and questioned,” the Mayor said.
