Kenya, April 5, 2026 - The Energy and Petroleum Regulations Authority (EPRA) has appointed Joseph Oketch as its acting Director General, following the resignation of Daniel Kiptoo.
The development was announced by EPRA Board Chairman Adan Ali, who confirmed that the authority had received the resignation of Kiptoo, who had served as the DG for almost 6 years.
Kiptoo was among the top government officials who were arrested earlier this week by the Directorate of Criminal Investigations for their involvement in the importation of substandard fuel worth Ksh4 billion.
In his acting capacity, Oketch will be heavily involved in the setting and reviewing of electricity and petroleum tariffs, licensing industry players, enforcing safety and quality standards, and safeguarding consumer interests.
"The EPRA board has appointed Joseph Oketch as the acting director general of EPRA. The board remains confident that Oketch shall effectively steer the authority in the said capacity," Ali said.
The DCI arrested Kiptoo alongside Kenya Pipeline Company Managing Director Joe Sang, Petroleum Principal Secretary Mohamed Liban, and Deputy Director of Petroleum Joseph Wafula.
Prior to his appointment, Oketch served as the Director in charge of Electricity and Renewable Energy at the authority.
Before joining the authority, he served in other high positions in other agencies such as the Kenya Power & Lighting Company (KPLC) and the Rural Electrification Authority (REA).
The officials are said to have been involved in the diversion of a fuel tanker, which had more than 60,000 metric tonnes of fuel, that had been destined for Angola but was rerouted to the Port of Mombasa under vague circumstances.
The detectives said that they recovered over Ksh100 million in cash from the homes of the four individuals, who have all resigned from their respective positions.
