May 04, 2026 - Health Cabinet Secretary Aden Duale has called for the reopening of the Kenya–Somalia border, saying the move is necessary for the government to maximize revenue and boost cross-border trade.
Speaking in Garissa during the graduation ceremony of Madrasa tul Manar, Duale said the border is only closed on paper, referring to smuggled goods that continue to cross.
His remarks came after a section of leaders from Garissa appealed to him to ensure the border is officially reopened.
“We must make a decision why the border between Kenya and Somalia is closed, and it is not closed; it is only closed on paper. A lot of movement of goods goes across the border,” he said.
The CS said reopening the border would improve government revenue collection and allow immigration authorities to better regulate movement.
Duale added that President William Ruto has pledged support for the initiative, noting that border points in Mandera and Liboi are already in place. He said Kenya has also engaged Somali counterparts to develop infrastructure on their side.

The CS also criticised some opposition leaders, accusing them of historically discriminating against residents of the North Eastern region and opposing the reopening efforts.
Local residents, however, have raised concerns over harassment and alleged extrajudicial actions by security agencies targeting those involved in cross-border trade.
They cited recent deaths linked to police operations against smuggling, arguing that the border should remain within officially designated and regulated entry points.
