PARIS, September 17, 2026 Djibouti is preparing its first Social Security Code, with a government delegation holding meetings in Paris to finalise the draft legislation, state-run Djiboutian News Agency ADI reported on Wednesday.
The delegation is led by Labour, Formalisation and Social Protection Minister Yonis Ali Guedi, while French law firm Capstan is supporting the drafting process, according to ADI.
The agency said the initial meetings examined a preliminary draft based on earlier consultations with Djiboutian stakeholders.
The discussions identified provisions requiring clarification or adjustment to reflect the country’s institutional, economic and social conditions, ADI said.
Guedi described the proposed code as an important step towards modernising Djibouti’s social security system and strengthening protections for workers and insured people, according to the report.

The government is seeking legislation that is clear, consistent, accessible and capable of supporting the system’s future development, ADI quoted the minister as saying.
The proposed code aims to consolidate legal provisions currently spread across different laws, clarify the rights and obligations of workers, employers and relevant institutions, and support the gradual expansion of social protection, according to the agency.
The delegation also visited the Social Security Directorate at the French Ministry of Labour and Solidarity for discussions on France’s social security governance, legal framework and institutional development, ADI reported.
The delegation includes senior technical adviser Kadir Omar Kalinleh, project technical committee chairman Abdoulkader Dini and three officials from Djibouti’s National Social Security Fund.
Further working sessions are scheduled in Paris in the coming days to complete the draft before it is submitted to Djiboutian authorities for review, ADI said.
