DJIBOUTI, 12 June 2026 – Djibouti Prime Minister Abdoulkader Kamil Mohamed on Thursday launched a $20 million World Bank-backed project to strengthen economic governance and public finance management, state media reported.
The Economic and Financial Governance Support Project, known by its French acronym PAGEF, is designed to support reforms related to public administration, transparency and the management of public resources.
The launch ceremony was attended by Budget Minister Isman Ibrahim Robleh, Economy and Finance Minister Ilyas Moussa Dawaleh, United Nations representatives, financial partners, and national institutions involved in governance reforms.
Government officials said the project is aligned with Djibouti’s 2035 Vision and will support reforms through four strategic components.
The programme will focus on strengthening tax administration, improving public expenditure management, modernising financial information systems, developing e-government and reinforcing oversight, transparency and accountability mechanisms.

The officials added that the project would also support the development of the country’s first Citizen’s Budget, a tool intended to make national budget policies easier for the public to understand.
Recent assessments on public expenditure transparency and financial accountability showed that Djibouti had made progress in modernising its legal and institutional framework, strengthening budget discipline and developing tools for managing public finances.
The assessments also identified areas requiring further improvement to strengthen the performance of the country’s public financial management system.
The government emphasized that the success of the project would depend on cooperation among ministries, oversight bodies, development partners and civil society.
Officials said PAGEF marked a new phase in efforts to modernise Djibouti’s public administration and build a more efficient and transparent governance system that supports the country’s economic and social development.
