Djibouti, 11 November 2025 — The Ministries of Communication of Djibouti and Yemen have signed a new cooperation agreement aimed at strengthening the management and regulation of submarine communication cables connecting the two countries.
The signing ceremony took place in Djibouti City on Monday, and was officially signed by Djibouti’s Minister of Communication, Radwan Abdillahi Bahdon, and Yemen’s Minister of Planning and International Cooperation, Waed Abdalla Bazeib.
According to Minister Bahdon, the agreement focuses on enhancing coordination, streamlining licensing procedures, and promoting technical cooperation for new submarine cable projects between Djibouti and Yemen.
“We have signed agreements to strengthen cooperation and regulate future submarine cable connections through unified licensing and operational frameworks,” said the Minister.
He also emphasized the strategic importance of the partnership, noting that both countries share a common interest in strengthening digital infrastructure in the Red Sea region.
The new agreement comes as Djibouti already operates a submarine cable to Aden, which has been in service since 2000, providing one of Yemen’s only international connections.
