Kenya, 4 April 2026 - The Directorate of Criminal Investigations (DCI) stated on Saturday that its investigations into the irregular procurement of an emergency fuel cargo have extended beyond Kenya’s borders as detectives work to establish the full facts of the matter.
“The DCI wishes to update the public on its ongoing probe into the suspected irregular importation of Premium Motor Spirit (PMS) by One Petroleum Limited,” the DCI said in a statement.
It noted that statements had been recorded following the arrests on Friday of Energy and Petroleum Regulatory Authority (EPRA) Director General Daniel Kiptoo, Kenya Pipeline Company Managing Director Joe Sang, and Petroleum Principal Secretary Mohamed Liban.
The three officials have since resigned.
DCI detectives have recorded statements from possible witnesses and several persons of interest, including senior government officials and executives of One Petroleum Limited.
“The investigators have also summoned executives of Oryx Energy Limited for statement recording,” the DCI said.
The detectives are also liaising with relevant agencies and authorities in other countries under the Mutual Legal Assistance programme to establish all pertinent facts surrounding the case.
“We are doing everything possible to deal with this matter expeditiously and will forward the file to the Office of the Director of Public Prosecutions (ODPP) in due course,” the DCI stated.

The DCI warned that those found culpable will be dealt with firmly in accordance with the law.
On the resignation of the top energy officials, the DCI clarified that stepping down would not exonerate or absolve the key suspects and persons of interest from criminal liability, and urged them to cooperate fully with investigators.
The DCI assured the public that the investigation is being conducted with the highest levels of professionalism, transparency, and urgency.
