Somalia, 1 December 2025 — The Ministry of Interior of Galmudug has dismissed reports that Somalia's ruling party, Justice and Solidarity Party (JSP), appointed representatives in certain districts, describing the move as illegal and against the established political party regulations.
The controversial appointments allegedly made on Sunday involved Abdimanan Mohamed Osman, named as the party’s representative for Galka’yo District, Mudug region, and Ali Ahmed, named for Adado District, Galgaduud region.
In a statement issued last night, the Ministry said the appointments were invalid and emphasized that it is preparing guidelines to regulate how political parties participate in elections, particularly at the local council level.
The Ministry also pledged to investigate anyone responsible for the appointments, describing the actions as illegal.

“The Ministry is investigating those behind this irresponsible action,” the statement read.
The party led by Somali President Hassan Sheikh Mohamud, whose members include high profile individuals like Galmudug President Ahmed Abdi Kariye, is facing scrutiny over the appointments.
Political parties intending to participate in upcoming elections have been advised to wait until official procedures are approved by the state’s Ministry of Interior and the National Independent Electoral and Boundaries (NIEBC) Commission.
NIEBC has instructed Federal Member States to allow registered political parties to open offices in their territories.
