Somalia, 9 November 2025 - The Independent National Electoral and Boundaries Commission (INEBC) has confirmed receiving complaints from civil servants in Banadir region alleging they are being pressured to join political parties.
Speaking at a press conference on Sunday, INEBC Chairperson Abdikarin Ahmed Hassan said the complaints were lodged by two groups from Banadir region.
“We have received reports that some Banadir regional employees were sent text messages and links urging them to join certain political organizations,” Hassan said.
“Such actions are against the law. Civil servants have no right to be part of political parties, and this kind of coercion is unacceptable.”
The Chairperson said it is illegal to compel civil servants to join or register with any political group under Somali laws.
The Commission called on Banadir authorities to address the matter and ensure compliance with national laws that protect the rights of all citizens, especially during the ongoing electoral period.
Hassan also confirmed reports that the chairperson of Madalsan; a registered political party, was arrested on November 5 while holding a meeting at his home in Mogadishu.
“It is unfortunate that the chairperson and his staff were detained. We have received reports and met with chairperson today,” he said, adding that the Commission will follow up the matter with security agencies and local authorities in Yaaqshiid District and the Banadir Regional Administration.
He further stated that state-level local council elections are expected to conclude by the end of December.
