MOGADISHU, Somalia, November 3, 2026 The Arab League has condemned what it described as ongoing Israeli efforts to establish diplomatic representation in Somaliland, saying the moves violate Somalia's sovereignty and risk undermining the country's territorial integrity.
In a statement issued on Monday, the Arab League's Secretary-General, Nabil Fahmi, criticised the reported submission of accreditation documents by an Israeli ambassador to authorities in Somaliland, as well as the laying of a foundation stone for an Israeli embassy in Hargeisa.
The statement said the developments constituted a clear violation of the sovereignty and territorial unity of the Federal Republic of Somalia.
The regional organisation accused Israel of pursuing diplomatic and political arrangements with authorities in northern Somalia that it said could contribute to dividing the country and expanding Israel's military and political influence in the Gulf of Aden.
The Arab League reiterated that Somaliland remains an integral part of the Federal Republic of Somalia and rejected any official or unofficial dealings with regional authorities outside the framework of Somalia's national sovereignty.

It also recalled positions adopted by the Arab League Council during an extraordinary meeting on December 28, 2025, and its regular session in September 2026, both of which rejected what it described as Israeli steps aimed at dividing Somalia.
The organisation reaffirmed its full solidarity with the Somali people and its support for the country's legitimate national institutions, calling for respect for Somalia's sovereignty, unity and territorial integrity.
It further warned that continued actions of this nature could have implications for security and stability in the Horn of Africa, the wider African continent, the Red Sea and the Gulf of Aden.
The statement comes amid growing diplomatic attention to relations between Israel and Somaliland, a self-declared independent region in Somalia.
