Kenya, November 20, 2025 - From December 1, Kenyans battling cancer will have access to an expanded treatment package of up to Sh800,000 under the Social Health Authority (SHA), President William Ruto announced on Thursday during his State of the Nation Address. The new package marks a significant rise from the current Sh550,000, providing a lifeline to families struggling with the high cost of care.
The President said the move is part of broader Universal Health Coverage (UHC) reforms aimed at reducing financial strain on vulnerable Kenyans. “The Social Health Authority will enhance the cancer benefits package from Sh550,000 to Sh800,000 effective December 1. This ensures patients can access quality, uninterrupted treatment without facing financial hardship,” he said.
Ruto highlighted that the government already pays health insurance premiums for 2.3 million vulnerable citizens, including orphans, widows, the elderly, and those without income. “Healthcare is not a privilege. It is a right,” he emphasised, urging Kenyans to see the reforms as a step toward a fairer, more inclusive health system.
The President also outlined key health-sector improvements. He cited the overhaul of the Kenya Medical Supplies Authority (KEMSA), which has increased availability of essential medicines from 48 per cent to 68 per cent, with a target of 90 per cent by December and full coverage by March next year. Additionally, he announced the replacement of the controversial MES model with a fee-for-service equipment scheme, allowing hospitals to pay only for what they use while private providers handle installation and maintenance.

“This is more than healthcare reform. It is a long-deferred promise finally taking shape, a Kenya where every citizen can face tomorrow with confidence,” Ruto said. Beyond healthcare, the President addressed government interventions in education, housing, and economic recovery, dismissing critics as “high priests of eternal pessimism” and urging Kenyans to aim for excellence.
Ruto delivered the address at Parliament in the presence of First Lady Rachel Ruto, Deputy President Kithure Kindiki, Chief Justice Martha Koome, top judges, parliamentary leaders, county governors, and other dignitaries.
