Somalia, 5 November 2025 — The National Independent Electoral and Boundaries Commission (NIEBC) is facing severe financial constraints as it continues with voter registration for the upcoming one-person, one-vote elections.
Speaking at the launch of the Independent Technical Assessment Report on the voter registration system and voter data on Tuesday, NIEBC Chairperson Abdikarim Ahmed Hassan said the commission is pressing ahead with its work despite severe financial challenges.
“Despite the serious financial challenges and not having received the necessary funds, we are determined to fulfill the duties entrusted to us,” said Chairperson Abdikarim.
In a past interview with Dawan Africa, the Chairperson had reiterated that the Commission is yet to receive international financial support, adding that the Federal Government remains the sole source of its funding.
The Chairperson's latest remarks come as the Commission prepares to hold Benadir Regional Council elections before the end of the year.
For the first time, Somalia’s 2026 national budget includes a dedicated allocation for elections.
