Mogadishu, 8 August 2026 The Somali government has begun consultations on a five-year strategic plan to guide foreign policy and align ministry priorities with the National Transformation Plan.
The Ministry of Foreign Affairs launched a stakeholder consultation forum in Mogadishu on Tuesday on its 2026-2030 Strategic Plan, which sets out direction, priorities and intended outcomes for the next five years.
The ministry's Department of Policy, Planning and Research is leading development of the plan, with consultations focusing on strategic priorities, stakeholder engagement, implementation mechanisms and evaluation of outcomes.
The plan has six strategic objectives: protecting Somalia's sovereignty, territorial integrity and national interests; strengthening bilateral, multilateral and regional engagement; advancing economic diplomacy; improving consular services and protection of citizens; promoting peace, security and preventive diplomacy; and strengthening institutional capacity and effective implementation.

Deputy Foreign Minister Hassan Mohamed Ali Nadaara said the strategy is not separate from the government's broader policy framework but falls under the National Transformation Plan.
"This strategy falls under the NTP. Each ministry has its own plan, and the Ministry of Foreign Affairs has developed a plan outlining what it intends to implement over the next five years," Nadaara said.
The strategy is intended to connect diplomatic activities and international cooperation with broader development priorities, ensuring foreign policy supports the national agenda.
The Mogadishu consultation forum forms part of the process of finalising the strategy, with feedback and recommendations from stakeholders expected to inform the final plan.
