MOGADISHU, Somalia, September 10 2026 - Somalia and the United Nations Office for Project Services (UNOPS) have signed a host country agreement formalising the agency’s presence and operations in the country, the Foreign Affairs Ministry said on Wednesday.
Somalia’s Foreign Minister Abdisalam Ali signed the agreement at the ministry’s headquarters in Mogadishu. UNOPS Somalia Country Director Ala'a Nemer presented the agreement for signature on behalf of UNOPS Executive Director Jorge Moreira da Silva.
The agreement sets out the arrangements governing UNOPS's presence and operations in Somalia, according to the ministry.
The Somali government said the agreement reflected its commitment to ensuring that the work of United Nations entities in the country operates under structured arrangements that respect national ownership.

UNOPS works with the Somali government and other partners on projects including infrastructure, governance, health, peace and security, and institutional capacity building.

The signing comes as UNOPS continues to implement development and infrastructure projects in Somalia. Earlier this month, UNOPS and KfW Development Bank signed a $19.3 million financing agreement for a sustainable land and water management project in Puntland Somalia.
