Mogadishu, 29 August 2026 - Somalia's Upper House held first reading for two bills on cybersecurity and establishing a national meteorological agency.
The bills were presented during the Senate's first sitting of its eighth term, chaired by Speaker Abdi Hashi Abdullahi.
The cybersecurity bill has six chapters and 33 articles and seeks to establish a legal framework to prevent and respond to cyberattacks targeting internet infrastructure and digital services, according to the Senate.

State Minister for Communications and Technology Ahmed Osman Diriye said the legislation would play a major role in protecting against attacks targeting the internet and strengthening cybersecurity.
The government said the bill is linked to commitments Somalia has made under international cybersecurity frameworks and agreements.
Both bills have now completed their first reading and are expected to proceed to a second and third reading before being considered for final approval.
