Somalia, October 6, 2025 – The Somali National Security Office today initiated a three-day consultation in Mogadishu, bringing together security officials from regional states to discuss the enhancement of the country's security governance.
The consultation aims to refine the legislative framework for the creation of regional security committees, a move seen as crucial for strengthening Somalia's national security infrastructure.
The meeting also seeks to clarify the roles and responsibilities of key security bodies, including the National Security Council, the National Security Office, and the regional security offices, within the newly updated National Security Framework.
The effort is designed to ensure a more cohesive and coordinated approach to security management across Somalia, balancing the needs of national security with the protection of regional sovereignty.
A key focus of the consultations is enhancing coordination between federal and regional governments on matters security. The consultations are also expected to streamline decision-making processes and improve policy alignment between different levels of government for effective security operations.
It is also expected that the consultations will help develop a legal framework that clearly defines the powers, membership, and collaborative methods of the security committees at both federal and regional levels.
The gathering will also explore effective accountability mechanisms to mitigate the growing threats posed by non-state armed groups. By the end of the consultation, participants are expected to reach a shared understanding of the updated security governance structure, in line with the National Security Framework of 2023.
The discussions are also intended to foster greater political ownership of security reforms, reinforcing collaboration between the National Security Office and regional states and ultimately contributing to the stabilization and peacebuilding efforts in Somalia.
