MOGADISHU (Dawan) – September 5, 2026 – Somalia’s Ministry of Information, Culture and Tourism has issued Ministerial Order No. 0001/26, approving interim procedures for the administration and registration of cultural and arts institutions, according to the Ministry.
The regulation, dated July 27, 2026, applies to institutions, institutes, organizations, councils and individuals involved in cultural and artistic activities inside Somalia and abroad.
The Ministry said the new framework aims to implement the National Cultural and Arts Policy by establishing a unified system for registering, regulating and monitoring activities within the cultural and arts sectors.
The procedures are also intended to preserve and promote Somali heritage and culture, strengthen cooperation between the Ministry and cultural institutions, and ensure that artistic activities meet legal and quality standards.

Under the regulation, the Ministry of Information will oversee the registration process, issue licences, maintain records and documentation, and monitor compliance with the established procedures.
The Ministry called on all institutions, organizations, institutes and individuals covered by the regulation to comply with the new requirements and coordinate with the Ministry on registration, licensing and related agreements.
Ministerial Order No. 0001/26 took effect upon being signed by Somalia’s Minister of Information, Culture and Tourism. The Ministry said the regulation is part of broader efforts to create a unified framework for managing and developing Somalia’s cultural and arts sectors.
