Somalia, 4 December 2025– Somalia’s Cabinet on Thursday approved penal code, established the country’s first Environmental Management Authority, and ratified international agreements, the government said.
The Cabinet, chaired by Prime Minister Hamza Abdi Barre, also approved a bilateral cooperation deal with Algeria on petroleum, gas, and minerals and confirmed Somalia’s accession to the 1979 International Maritime Search and Rescue (SAR) Convention, as well as the Geneva Conventions and their Additional Protocols.
The Ministry of Justice said the Penal Code “modernizes Somalia’s justice system and aligns with Sharia, the Constitution, and international standards.”
General Bashir Mohamed Jama, Minister of Environment and Climate Change, described the creation of the Environmental Management Authority as “a historic step to address climate change and protect natural resources.”

Abdulkadir Mohamed Nur, Minister of Ports and Marine Transport, said Somalia’s accession to the SAR Convention “strengthens maritime safety, improves search and rescue coordination, and enhances international cooperation at sea.”
Cabinet ministers also received updates on national security and electoral matters. Prime Minister Hamza instructed the Ministry of Interior to mediate ongoing clan conflicts in affected regions.
