Somalia, 11 October 2025 — Somalia has announced an international tender for the production of its third-generation passports.
The announcement was made by the Immigration and Citizenship Agency (ICA) on Saturday. The new document will be electronic, polycarbonate-based, and fully compliant with the standards set by the International Civil Aviation Organization (ICAO).
According to ICA, the initiative marks a significant step toward modernizing Somalia’s immigration and citizenship services. “This is a strategic milestone in Somalia’s efforts to modernize its immigration and citizenship systems.”
“The new passport will enhance international confidence in Somali identity documents and ensure compliance with the highest security and quality benchmarks,” the agency said in a statement.
The tender process will be conducted in accordance with the Public Procurement Act to guarantee transparency and accountability in selecting the company that will produce the new passport. ICA emphasized that the third-generation Somali passport will feature advanced security elements and a modern design that enhances both durability and international recognition.
The agency will engage in extensive consultations with Somali citizens, government institutions, civil society, and other relevant stakeholders to ensure the new passport reflects the aspirations, identity, and needs of the Somali people.
ICA officials underscored that the initiative is part of the government’s broader strategy to improve public services and strengthen trust in national institutions through technology and effective governance.
The new features are expected to enhance security of the Somali passport, making it more difficult to manipulate. According to Guide Consultants, Somali passport is currently ranked at 105th globally, allowing holders visa-free entry to 30 countries. However, visa requirements remain for access to 199 countries worldwide.
