MOGADISHU, 7 August 2026 — The Federal Government of Somalia has announced plans to build nearly 45 kilometers of paved roads in Hargeisa, with 23 kilometers to be completed in the first phase.
The project is part of broader efforts to improve economic infrastructure and is being implemented with support from the World Bank and the United Nations Office for Project Services, UNOPS.
Minister of Public Works, Reconstruction and Housing Ayub Ismail told a press conference in Mogadishu on Friday that the study and design phase for the 45-kilometer network has begun.
He said the first phase will cover 23 kilometers and includes rehabilitation and improvements to bridges and other infrastructure in Hargeisa.

“The project we are launching today in Hargeisa reflects the agreement you have seen. It is part of the government’s Dan Qaran policy to decentralize development projects across the country,” Ismail said.
The Hargeisa roads fall under the NAGAAD Programme, which focuses on upgrading urban infrastructure. The minister said the overall programme is valued at approximately $245 million.
According to Ismail, the federal government is currently overseeing nearly 89 kilometers of road projects in different parts of the country, with some under construction and others nearing completion.
He said nearly $20 million has been allocated for the first phase of the Hargeisa project.
