Somalia 23 October 2025 — Somalia’s cabinet has today approved new administrative rankings for all districts in the Banadir Region, designating nine as Grade A and seven as Grade B as part of ongoing preparations for the country’s upcoming local elections.
The decision, presented by the Ministry of Interior, Federal Affairs and Reconciliation, aligns with the electoral law governing the ranking of districts in the Banadir Region
According to the approved framework, the Grade A districts are: Hodan, Yaqshid, Deynile, Karaan, Dharkenley, Wadajir, Warta Nabadda, Heliwaa, and Howlwadaag.The Grade B districts are: Waaberi, Shibis, Hamar Jajab, Boondheere, Hamar Weyne, Abdiaziz, and Shangaani.
The announcement comes after the National Independent Electoral and Boundaries Commission released the provisional voter registration list for Banadir Region last Sunday, confirming 923,220 registered voters across 16 districts of Mogadishu. The Commission stated that the Mogadishu local council elections are scheduled to take place on November 30, 2025.
