BAIDOA, 27 September 2026 Security and the growth of domestic revenue were among main issues discussed at the annual forum of South West State's regional governors and district commissioners, which opened in Baidoa on Saturday.
South West State leader Sheikh Aden Mohamed Nur (Madobe), who opened the forum, said security was essential to development.
"Where there is no security, there is no development, no education, no business and no farming," he said.
Participants discussed stronger cooperation between regional and district administrations and security agencies to address threats in South West State.

On revenue, Madobe said he wanted to introduce a structured tax collection system using a digital platform that connects regions and districts to the government treasury.
"We want to begin collecting revenue through an organized system," he said. He added that the public should be able to see the taxes collected.
The forum also considered how local governments could obtain the authority and funding needed to carry out their responsibilities. District commissioners were urged to strengthen cooperation and improve services for their communities.
