Kenya, 22 July 2026 - President William Ruto has appointed former United Democratic Alliance (UDA) parliamentary candidate Samuel Muchina Nyaga to the Nairobi Rivers Commission, barely a week after his defeat in the Ol Kalou by-election, in a move that has reignited debate over political appointments following electoral losses.
The appointment was announced through a Special Kenya Gazette dated July 22, 2026, taking immediate effect and revoking the appointment of Amos Chege Mugo, who previously served on the commission.
According to the Gazette Notice, President Ruto made the appointment pursuant to Gazette Notice No. 13907 of 2024, read together with Section 51(1) of the Interpretation and General Provisions Act.
"It is notified for the general information of the public that... I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Samuel Muchina Nyaga to be a Member of the Nairobi Rivers Commission, with effect from the 22nd July, 2026," the Gazette Notice states.
Muchina unsuccessfully contested the Ol Kalou parliamentary by-election on a UDA ticket, losing to Democracy for the Citizens Party (DCP) candidate Sammy Douglas Kamau Waweru in the July 16 poll.
Official results showed Waweru garnered 35,440 votes, while Muchina received 5,450 votes, handing the ruling party a significant defeat in one of its traditional political strongholds.
His appointment comes just days after President Ruto hosted him at State House, Nairobi, where the two held discussions following the by-election.
As a member of the Nairobi Rivers Commission, Muchina joins the multi-agency team charged with overseeing one of the government's flagship environmental restoration programmes.
The commission is responsible for coordinating the rehabilitation and regeneration of the Nairobi River Basin through collaboration between national and county governments, environmental agencies, development partners, private sector players and community organisations.

Its mandate includes:
- Coordinating restoration and conservation programmes along Nairobi's rivers.
- Developing policies to improve environmental compliance and river management.
- Mobilising resources for long-term river restoration projects.
- Promoting public participation and awareness on river conservation.
- Supporting the establishment of sustainable financing mechanisms, including a trust fund for rehabilitation initiatives.
The Nairobi Rivers Commission was established to spearhead the government's ambitious plan to restore the Nairobi, Ngong and Mathare rivers while transforming river corridors into cleaner ecological and economic spaces.
Muchina's appointment is likely to attract political attention because it comes shortly after his electoral defeat, continuing a trend in Kenyan politics where candidates who lose elections are later appointed to public offices.
Supporters argue that such appointments allow experienced leaders to continue serving the country, while critics often question whether they undermine the electorate's verdict by rewarding unsuccessful candidates with government positions.
For the government, however, the focus remains on accelerating the Nairobi Rivers restoration programme, which is expected to play a central role in environmental conservation, flood mitigation, pollution control and urban regeneration within the capital.
