Garowe, 24 August 2026 — Puntland is moving to reform its investment and company laws, with the Ministry of Commerce, Industry and Investment concluding a meeting on Sunday to review draft legislation and policies governing investment and public-private partnerships.
The meeting in Garowe presented draft laws on investment and companies, related policies and a framework for public-private partnerships, the ministry said.
The review is part of efforts to finalize the investment law and prepare legislation on companies and the PPP framework, it said.
Minister Ahmed Shire Said said the administration is prioritizing modernization and reform of investment laws to promote business and investment in Puntland’s natural resources.
The reforms are intended to facilitate domestic and foreign investment by establishing a legal framework for companies and PPP projects, the ministry said.

The meeting was attended by Puntland officials, Supreme Court judges, representatives of U.N. agencies, international and local organizations, civil society groups, universities and private companies.
Director General Abdisamad Mahmoud Mohamed opened the meeting and outlined stages of preparing the laws and consultations held previously.
Experts involved in drafting presented the bills and the PPP framework, while participants discussed recommendations for revising them.
The ministry said the EU Technical Assistance and Partnership Facility provided technical and financial support for the meeting.
