Somalia, (Dawan Africa), 26 July 2026 — Puntland State has accused President Hassan Sheikh Mohamud of pursuing a plan to dismantle Puntland’s system of government.
In a statement issued on Saturday, Puntland said it was closely monitoring military activities that it alleged were being backed by the Somali president. It described the movements as a threat to peace and stability in areas under its administration.
Puntland also stated that no force officially known as the PSF legally forms part of the Puntland Defence Forces. It added that it does not recognise troops recruited or registered by the federal government and operating inside Puntland without authorisation from the regional administration and its security institutions.

The Puntland authorities also warned Galmudug against allowing its airports and territory to be used to transport weapons, military supplies and armed groups that Puntland believes could be deployed to harm civilians or destabilise its administration.
The accusation comes as the federal government says units belonging to the Somali National Army are present in areas of Puntland.
The federal government has previously said it will continue recruiting, registering and paying the salaries of forces it considers part of the national army. That position indicates that the federal authorities do not intend to reverse their policy of building forces under their direct command, although Puntland views the move as interference in its administrative authority.
