Mogadishu, 25 August 2026 Speaker of the House of the People Abdikadir Mohamed Nur Jama said parliament will fast-track legislation to define Mogadishu's constitutional status under Article 63.
Jama said on Monday night that the status of the capital is critical for Mogadishu and Somalia's federal system, and that he wants to be remembered as the speaker who secured a clearly defined status for the capital.
Mogadishu's status has long been one of Somalia's most sensitive political issues, with debate over the capital's place in the federal structure.

If implemented under the recently approved constitution, Banadir Region could gain representation in the Upper House, which represents federal member states, a move that would affect federal power-sharing and the relationship between the capital and the federal government.
Previous pledges by officials to resolve the issue have faced political and legal challenges.
