9 December 2025 - The Lake Victoria South Water Works Development Agency (LVSWWDA) closes the year on a high note, after it secured two major distinctions at the 2025 Public Service Reflection Dinner and the 2026 Agenda-Setting Forum.
The dual recognition, conferred by the Office of the Chief of Staff and Head of Public Service, Felix Kosgei, underscores the Agency’s strengthening position as a model of operational discipline and governance in Kenya’s public sector.
The first award recognised LVSWWDA’s leadership and capacity-building initiatives, particularly its efforts to sensitise staff on performance improvement, timely corrective action, and the application of lawful and proportionate consequences.
The citation highlighted the Agency’s structured approach to embedding accountability and operational efficiency—an area that has become increasingly central to public-service reform.
A second accolade went directly to LVSWWDA CEO Jackline Kemunto for her adherence to the foundational statute guiding the Agency and to the principles of Mwongozo, the code of governance for state corporations.
Her recognition reflects industry-wide pressure for state agencies to demonstrate compliance, transparency, and strategic alignment with national governance frameworks.
"Board Chair Mr Dan Omino, OGW and CEO Ms Kemunto jointly received the awards on behalf of the Agency, signaling a unified front between management and governance arms," said the chair.
Speaking after the ceremony, Ms Kemunto described the recognition as a validation of the Agency’s collective commitment to performance excellence.
“This achievement belongs to the entire LVSWWDA team,” she said, noting that the awards reflect the dedication and discipline embedded across the Agency’s workforce.
“Our progress is driven by the people behind the mandate, and I’m proud of how the team continues to raise the bar.”
Mr Omino echoed the sentiment, emphasising the strategic importance of the honors at a time when public institutions face escalating scrutiny over governance and service delivery.
“These awards reaffirm that strong governance and operational integrity are not abstract ideals—they translate into real results for the communities we serve,” he remarked.

Omino asserted that the Board remains committed to sustaining the governance culture that has positioned LVSWWDA among the standout performers in the sector.
Sector analysts note that such recognition strengthens the Agency’s profile as it continues to implement large-scale water infrastructure projects across the Lake Victoria region.
It also places LVSWWDA among a small cohort of state corporations acknowledged not only for project execution but also for internal controls and leadership coherence.
For the broader public service ecosystem, the awards signal a tightening emphasis on standards.
With performance contracting, consequence management, and adherence to Mwongozo gaining prominence, institutions that demonstrate measurable progress in these areas are increasingly being spotlighted.
LVSWWDA’s dual achievement may therefore serve as a benchmark for peer agencies navigating similar governance expectations.
For LVSWWDA, the accolades mark a symbolic and strategic milestone, reinforcing its trajectory toward performance excellence and institutional maturity.
As Ms Kemunto noted, the celebrations are less about individual acclaim and more about consolidating a culture of accountability and high performance.
The Agency’s leadership indicated that the recognition will serve as renewed motivation to deepen reforms and strengthen service delivery going into 2026.
With heightened expectations and expanding regional demands, LVSWWDA’s next challenge lies in translating its governance wins into sustained operational impact.
