MOGADISHU, 11 October 2026 Somalia’s National Intelligence and Security Agency (NISA) has accused armed militia it says take orders from former President Sharif Sheikh Ahmed of carrying out attacks against its Civilian Guard forces operating in the First Branch of the General Daud section in Wadajir district, Banadir region.
According to a statement issued by NISA on Sunday, the militia attempted to force security forces into an armed confrontation. The agency said evidence it had gathered showed that gunmen armed with AK-47 rifles, PKM machine guns and rocket-propelled grenades (RPGs) forcibly entered homes in the Tiintiinley neighbourhood of Wadajir district.
NISA said its forces refrained from responding with weapons to prevent fighting and harm to civilians.
The agency also accused the militia of attacking Civilian Guard forces on 24 June 2026, when, according to NISA, a soldier on duty was abducted. Three days later, on 27 June, the agency said the militia again obstructed security operations by forces operating in the General Daud section.

NISA said it operates as a security institution under the law and remains independent of political rivalries. It added that it would not allow its forces to be drawn into political disputes and would not enter negotiations over matters concerning the security and safety of the Somali people.
Meanwhile, Himilo Qaran, the party led by former President Sharif Sheikh Ahmed, accused President Hassan Sheikh Mohamud of pursuing a course that could lead to war and fuelling conflict. The party said the president would bear responsibility for any consequences arising from what it described as government provocations.
The two sides presented conflicting accounts amid heightened political tensions in Mogadishu. The allegations made by NISA and Himilo Qaran were not independently verified.
