Mogadishu, 1 September 2026 The National Internal Security Conference opened in Mogadishu on Tuesday, focusing on strengthening Somalia's internal security framework.
The two-day conference brings together officials from the federal government, security institutions and international partners, Ministry of Internal Security Director-General Mohamed Shire said.
Shire said the agenda is centred on three areas: oversight of security institutions, coordination among agencies and financial capacity.
Oversight discussions will examine institutional responsibilities and accountability, including the relationship between the ministry and agencies under its authority such as police, intelligence and immigration, as well as Parliament's oversight role.

The second area focuses on improving coordination by identifying operational challenges and strengthening cooperation among agencies responsible for internal security.
Security financing is the third area, particularly as the African Union Support and Stabilization Mission in Somalia is expected to conclude by the end of 2026, he said.
Somalia has made progress in increasing domestic revenue, but needs to assess its ability to cover security costs and determine where international partners can continue support, Shire said.
The conference is expected to produce recommendations on strengthening the internal security system, improving institutional coordination and developing long-term financing plans.
