MOGADISHU, 14 October 2026 — Implementing Somalia's Constitution could take up to five years, Minister of Justice and Constitutional Affairs Hassan Moalim Mohamud said.
Mohamud, who chairs the Constitutional Implementation Committee, said implementation will require supporting legislation, new institutions and alignment of government operations.
He spoke during a press briefing held by committee members on Wednesday focused on the committee's responsibilities.
Mohamud said the Constitution cannot be implemented through a single action, as its provisions are interconnected and require a coordinated, phased approach.
"For the Constitution to take effect, it requires laws and regulations, and some provisions will require the establishment of institutions. This will create a transitional period," the minister added.

He said the Constitution sets different timelines, with some measures expected within six months and others up to five years.
"The Constitution is not a single provision to be implemented; it consists of interconnected provisions that require implementation," Mohamud added.
The briefing came a day after the Council of Ministers approved the formation of the committee tasked with coordinating and accelerating implementation.
The committee is chaired by Mohamud. Its members include the ministers of Interior, Federal Affairs and Reconciliation; Endowments and Islamic Affairs; Finance; Education, Culture and Higher Education; and Information, Culture and Tourism.
